PLANNING AS AN ONGOING PROCESS:
Strategic planning is not intended as a one time process. Sebascott intends to integrate planning into its operations and update plans as needed, while adhering to our original vision and mission statements. As goals are completed, new ones will be adopted.
With this in mind, Sebascott has entered into the Vision-2010 Program that will assist us in updating our Strategic Plan. We would like to acknowledge the assistance of the Cooperative Extension Service, SWEPCO, and the Western Arkansas Planning and Development District in this process.
PUBLIC INPUT:
A "Share Your Dream" survey was developed with the assistance of the Western Arkansas Planning and Development District. Approximately 200 copies were distributed. The survey asked interested citizens to share their dreams and concerns for the improvement of the area. Over 100 surveys were returned. The results were compiled and tabulated into three basic areas: Stewardship, Civic Capacity, and Economic Development. These three areas will be the basis of our plans and activities for the next three years.

CIVIC CAPACITY

- Assure availability of good public services.
- Police, fire, ambulance, and medical
- Water, sewer, gas, phone, and internet
- Strengthen the area's public schools.
- Get young people involved in government
- Develop more activities for students
- Develop a local skilled work force
- Develop a before and after school child care program
- Improve outdoor recreation opportunities and activities for youth
- Coordinate planning on area parks
- Develop the Dixie Theater for Programs, etc.
- Promote outdoor classroom areas for schools
- Develop walking trails
STEWARDSHIP
(Managing, supervising, and utilizing resources)
- Preserve the area's beauty and protect the environment
- Annual or semi-annual clean-up days
- Make a difference day
- Plant a shrub, tree, flower day
- Flower boxes for businesses
- Develop a positive and progressive community outlook
- Instill pride in our citizens
- Maintain a friendly and quaint atmosphere
- Publicize needed information about the area
ECONOMIC DEVELOPMENT
(Managing the resources of a community, with a view to it productivity)
- Improve transportation infrastructure
- Promote construction of I-49
- Promote improvement of local roads and streets
- Increase the number and diversity of retail establishments in the area
- Develop a retail trade analysis of the area
- Contact Wayne Miller of the CES
- Publicize the results of any possible needs
- Inventory available buildings for possible businesses
- Make available affordable housing for the area
- Explore available means of financing
- Inventory available lots for building inside city limits
- Survey housing needs for the area
- Explore possibilities of attracting light industry to the area
- Work with Becky Rheinhardt - Arkansas Department of Community and Business Development
- Work toward the ACE (Arkansas Community of Excellence) designation
